The sun dial marks noon every day, quietly remembering the air raid siren that used to sound very loudly every day at that time. The shape cutout of the sundial is the silhouette of the old siren. The bell sounds a single 'ding' at noon, rain or shine, in sync with the U.S. Atomic Clock in Colorado.
